It’s never a good idea to leave the final price decision to be taken at the check-in desk. Even if there are no issues, you can never be sure about the price you are going to pay.
The other way for the promotion could have been just book the room at the discounted rate and verify the age documents of the children during check-in. Would be much smoother, in my opinion.
