Conclusion
IHG has some pretty good hotels in Hong Kong and in pretty much every locality you might want to stay in.
Keep in mind that rates are pretty low already and this discount works like a top-up. But if you decide to wait, even though you will get a 25% discount, prices might increase overall.
To confuse you even further, I am not a big fan of non-refundable rates :)
